ESL Report Card Comments: 50 Proven Phrases

A teacher running six classes of twenty-five students writes well over a hundred individual report card comments in a single week, and most of the comment banks circulating online fall apart the moment a parent who reads English at an intermediate level opens the envelope. Colorín Colorado’s framework for equitably grading English learners makes a point worth sitting with: content knowledge and language proficiency are two different things, and a comment that blends them without saying so leaves parents guessing which one is actually the problem. The fix isn’t a bigger list of comments. It’s a smaller list, organized the right way.

The Problem With Generic ESL Report Card Comments

“Needs to try harder” tells a parent nothing they didn’t already suspect from the grade itself. ESL report card comments fail for one of three reasons: they describe behavior instead of language skill, they assume a proficiency level the student hasn’t reached yet, or they’re written for a native-speaking parent who can decode phrases like “demonstrates emergent fluency.” A sixth-grader who can hold a two-minute conversation about his weekend but freezes during a formal presentation isn’t lazy — he’s Developing in speaking and Entering in academic register, and the comment should say so without the jargon.

The gap shows up most at report-card season because it’s the one piece of writing parents actually read in full. A low test score gets a shrug. A comment that says a child “struggles” gets a worried phone call the next morning, often about the wrong thing.

Three Proficiency Tiers That Actually Simplify Comment Writing

WIDA’s six official levels — Entering, Emerging, Developing, Expanding, Bridging, and Reaching — are built for formal language assessment, not for a teacher writing a hundred comments against a deadline. In practice, three working tiers cover the same ground fast: Starting (WIDA 1–2), Building (WIDA 3–4), and Strong (WIDA 5–6). Pick the tier first, then the skill, then the comment. That order matters — picking the comment first is how teachers end up copy-pasting a phrase that doesn’t match the student in front of them.

Speaking Comments by Level

Speaking is the skill parents hear for themselves at home, so vague comments here get caught the fastest. Match the tier to what actually happened in class this term, not to the student’s grade in other subjects.

• Starting: Responds to simple classroom questions with single words or short phrases (“yes,” “I don’t know,” “the red one”).
• Starting: Uses English to ask for help or materials but relies on gestures for longer requests.
• Building: Joins group discussions and can explain an opinion in two or three connected sentences, though word order sometimes slips under pressure.
• Building: Retells a story in sequence with occasional pauses to search for vocabulary — next step is reducing those pauses with more guided retelling practice.
• Strong: Debates a position confidently in front of the class and can defend it when challenged, with only minor grammar slips under time pressure.
• Strong: Adjusts tone and formality between a casual class discussion and a formal presentation without being prompted.

Listening Comments by Level

Listening is the easiest skill to under-report, because a student who nods along isn’t necessarily following. Base the comment on a specific task — following multi-step instructions, catching detail in a video, picking up a question mid-lesson — not on general classroom behavior.

• Starting: Follows one-step classroom instructions when paired with a visual cue or gesture.
• Starting: Recognizes familiar vocabulary in slow, clearly-enunciated speech but loses the thread at normal conversational speed.
• Building: Follows two- and three-step instructions without needing them repeated, and can summarize the main idea of a short video.
• Building: Picks up most classroom discussion but still asks for repetition during fast-paced group work.
• Strong: Follows extended spoken explanations and lecture-style instruction with minimal support.
• Strong: Catches tone, humor, and implied meaning in spoken English — not just literal content.

Reading Comments by Level

Reading comments carry more weight than any other category because parents often compare them directly to a sibling’s grade-level reading score — a comparison that rarely makes sense across language proficiency levels. Name the specific text type the student is working with.

• Starting: Decodes short, high-frequency sight words and simple picture-supported texts.
• Starting: Identifies the main character and setting in a simple story with picture support.
• Building: Reads grade-appropriate short passages and answers literal comprehension questions accurately; inferential questions still need scaffolding.
• Building: Uses context clues to guess unfamiliar vocabulary rather than stopping at every new word — a real jump from last term.
• Strong: Reads independently at or near grade level and discusses theme and author’s purpose with minimal prompting.
• Strong: Compares two texts on the same topic and identifies where they agree or disagree.

Writing Comments by Level

Writing is where grammar mistakes are most visible on the page, which tempts teachers into comments that are really just error counts. Resist that. Note what the student is attempting, not only what they’re getting wrong.

• Starting: Copies and labels familiar words correctly; attempts short original sentences with heavy support from word banks.
• Starting: Writes simple sentences about personal topics (family, pets, favorite foods) with support from sentence frames.
• Building: Writes short paragraphs with a clear main idea; verb tense and subject-verb agreement are still inconsistent.
• Building: Uses basic connecting words (because, but, and then) to link ideas — ready to practice more varied transitions next term.
• Strong: Writes multi-paragraph pieces with a clear structure and limited grammar errors that rarely interfere with meaning.
• Strong: Edits a first draft independently for clarity, not just spelling — a genuine academic writing skill, not just a language one.

Rewriting ESL Report Card Comments So Parents With Limited English Actually Understand Them

A comment that’s accurate in a staff meeting can still be useless on the page a parent reads at home — especially for families who moved for work, who learned English as adults, or who are reading the report card through a translation app. Strip the education jargon and the comment usually gets shorter, not longer.

• Instead of “demonstrates emergent fluency in spoken discourse,” write “speaks in short sentences and is starting to connect ideas.”
• Instead of “requires scaffolded support for inferential comprehension,” write “understands the facts in a story but needs help guessing what isn’t said directly.”
• Instead of “exhibits variable syntactic accuracy in written production,” write “writes full sentences but still mixes up word order sometimes.”

This isn’t about talking down to parents — it’s about respecting that the comment has one job, which is to be understood on the first read, by someone who may not have a second chance to ask a teacher to explain it. Pairing a plain-language comment with one of the proven strategies in our guide to ESL parent communication turns a report card from a one-way notice into something a family can actually act on.

Five Mistakes That Make ESL Comments Useless

Most of the comment banks that circulate between teachers were written once, for one class, and then copied into a hundred different report cards without anyone checking whether they still fit. Watch for these five habits specifically.

1. Mixing up content knowledge and language proficiency. A student can understand the math perfectly and still write the answer with broken grammar — say which one you’re actually commenting on.
2. Writing the same comment for every student at a proficiency level. Change at least one detail per student, even a small one, or parents will notice the copy-paste and stop trusting the rest of the report.
3. Skipping the next step. A comment that only describes where a student is right now, with no forward direction, reads as a dead end rather than progress.
4. Burying the level in jargon. If a comment needs a glossary to understand, it’s not doing its job — see the rewrites above.
5. Using behavior words for language problems. “Doesn’t participate” often means “can’t yet produce the English needed to participate” — two very different fixes.

Running comments past the differentiation checklist in our piece on differentiated instruction for mixed-level ESL classrooms catches most of these before they go out, especially mistake two — the copy-paste problem is really a differentiation problem wearing a different hat.

Formative Notes vs. the Final Report Card Comment

Most of the comment banks available online never make this distinction, and it’s the one that actually saves time across a term. A formative note — jotted after a quiz, a speaking activity, or a piece of homework — can be rough: a single phrase, a checkmark against a skill, a reminder to follow up. The report card comment is different. It’s summative, it’s permanent on the record, and it’s the only one of the two a parent ever sees without asking for it.

Teachers who keep three or four formative notes per student per term write better summative comments, because the comment stops being an opinion formed the night before grades are due and starts being a summary of evidence already on paper. A quick running log — one line per student, per skill, updated after any notable class moment — turns report-card season from a guessing exercise into fifteen minutes of editing. It also protects against the single biggest parent complaint about ESL report cards: a comment that contradicts what the family was told at the last parent-teacher conference.

Writing ESL Report Card Comments Faster Without Making Them Generic

AI drafting tools can genuinely save hours at report-card season, and pretending otherwise helps no one grading six classes in a week. The risk isn’t using the tool — it’s publishing what it gives you on the first try. A generated draft almost always needs one real, class-specific detail added back in: the actual text the student read, the actual topic of the presentation, the actual word they mixed up last Tuesday. That one detail is what turns a plausible-sounding comment into one a parent recognizes as true. Pair AI drafting with the ongoing skill tracking described in our ESL assessment strategies guide and the editing step takes minutes instead of starting from a blank page.

None of this needs to take longer than what most teachers are already doing. It needs a clearer order: pick the tier, pick the skill, pick the one detail that makes the comment true for this specific student — then write it in words the family reading it will actually understand.
